Police boss summons bodyguards over scuffle

Two top commanders of President Kibaki’s security detail were summoned for manhandling Prime Minister Raila Odinga’s security officers at Nyayo Stadium on Madaraka Day.

At the same time, the embarrassing incident has been blamed on wrangles over the pecking order between Raila and Vice-President, Mr Kalonzo Musyoka.

The Standard established that Raila does not have a security detail while on private or official functions outside the country, while Kalonzo does.

And on Monday, the Presidential Escort Unit Commander, Mr Benson Kibue, and the in-charge of the security unit, Mr Kizito Mutoro, appeared before Commissioner of Police, Maj-Gen Hussein Ali to explain the incident.

Incensed by the embarrassing situation, which caused a security breach for both the President and PM, Ali read the riot act to the officers.

Ali apologised to Raila, who had lodged a protest over the matter.

Kibue, a deputy commissioner of police, is usually in charge of the President’s detail, while Mutoro, a superintendent of police, is in charge of security at presidential functions.

Sources said that the PM’s security men had complained of regular harassment from their colleagues in the presidential unit.

The harassment usually occurs whenever the PM and President meet at public functions or at Harambee House.

“They literally bar the PM’s security from accessing some areas. This is wrong because all of them perform the same duty and come from one unit,” said a senior officer.

The two senior officers spent the better part of Monday morning at Vigilance House giving an account of what happened. They left a few minutes before noon.

Sources said the officers held talks with Ali. He then referred them to his deputy, Mr Lawrence Mwadime, for further instructions.

It is understood that the officers explained that they had been instructed not to allow Raila’s guards near the President. But Ali is said to have ordered Kibue to harmonise their work.

Raila is said to have called Ali to complain and demanded that the issue be resolved immediately.

The Presidential Guard and those of the PM and VP are from an elite group given their training and treatment.

A Chief Inspector of Police leads Raila’s escort, while Kibaki’s security detail is led by a Deputy Commissioner of Police, making the two officers far apart and complicating communication between them.

In the Nyayo Stadium incident, the Presidential Guard clashed with the PM’s security detail, causing a scare just as President Kibaki arrived for the Madaraka Day celebrations.

The Chief of General Staff, Jeremiah Kianga, and other senior army officers intervened before the scuffle could get out of hand.
