Your appeal for petition is a misplaced agenda,and eventual it will not see eyes of day.There is no occassion that we remember when Raila forced luos to go for circumcision.Raila’s in Tesoland was just a fatherly advice.
It is very strange that you want to prove your manhood in luoland by accusing Raila on what he never did.You want create problems between luos at home and the ones in the dispora.
There are number of luos in the dispora who believe that Raila can not do without them.In
fact those luos are trying to over rate themselves,and very soon most of them will fall by the roadside.
The dispora luos should have followed a progressive agenda which can make our luo folks at home develop economically,educationally,and otherwise.
Being petty over issues which bring no improvement to our luo folks is misusing your
brain.
The luos have been disappointed by their educated theories which offer no solutions
to their problems.The effects of HIV/AIDs is so pronounced in luoland that can not be debated upon without giving a solution.
It is well known that circumcision does reduce the chances by little percentage.
These dispora behaved as if the change that we wanted has been achieved ,and they are now in another agenda.The luos in the dispora should set their piorities right inorder to be taken
serious by the luos.In fact, the role of dispora luos is going to overlooked if they
continue behaving childishly.
Though most of luos in dispora are young people,they are anumber of them who are aware of our problems since 1963.The luos have faced problems since independence because of hidden agenda of kikuyus.

I have started this letter in Sigalagala mode not because I am happy but to say the least very dissapointed.
To those who understand our language well, Sigalagala in this context may also mean another thing altogether. I take this unique opportunity not as a Kenyan but a proud Luo citizen. It is therefore my hope that some of the issues brought up here will, at least, be considered by your government even if they are not adopted. You have been on the job for eight months now. This time is enough for reasonable citizens to begin to dissect your policies, their implementation and to ascertain which direction you plan to take the nation.
I find it very disturbing that of latte you have become an agent of circumcision as if it is the ultimate Grand Marshal Plan to help empower and help rid hunger out of Luo land. Dont we have serious problems that need strategic attention?. Do we have functioning health dispensaries? Do we have quality universal primary education in Luoland? Do we have good economy in Luo Land? Is circumcision an economic activity? Is circumcision the answer to HIV infection in Luoland?. Have we negotiated with women on unsafe sex. What are the rights of women in all these?
With dilapidated death trap roads, the nation needs good, affordable healthcare system. Thousands of Luos die of treatable deceases and injuries on our road, why? In deed, we have abundance of Luo healthcare professionals scattered all over the world, why are they not returning home? Why is it that high profile politicians in Kenya go to London for routine medical check up 45 years after independence? Cant we build and equip a good hospital? What is the problem, is it money, manpower? or what?
Sir, I request your administration to embark on a good healthcare delivery system to minimise HIV Infectionional deaths i.e. Malaria, Typhoid, Cholera, Malnutrion etc. By the way AIDS death in Kenya is caused by 1. Poverty and 2. Poor healthcare system. People who are into antiretrovirals yet our healthcare system is not technologically up to date to deal with accepted HIV management and care system. This leads to thousands of deaths as a result of organ failures etc. Still, I dont know where circumcision falls in this order of thinking. There are some critical sectors of our daily lives that you need to give immediate attention, and again I dont see circumcission as one of those areas. I see poverty, education, lack of scholarship to complete higher education, lack of innovation and technology plans, lack of economic empowerment, lack of plan to create jobs etc.
In winding up this communication, Mr. Prime Minister, it is time to break away from the failed policies of the past 45 years where political leaders have availed themselves as the only ones with opinion. If you are prepared to give up lipservice and embark in genuine transformation of our land, many of our citizens may be willing to follow you to the fox-hole. Mr. Prime Minister, your legacy as a leader should not be remembered for how much you accumulated but for how many lives you improved. You must give your fellow citizens reasons to change their current situations by addressing yourself to issues worthy of our time and age.

Uganda has demonstrated the best HIV infection rate reduction strategies in Africa. Half the population are uncircumcised…Acholi, Lango, Teso. Jakom and the rest of the politicians should try and engage the Uganda leadership
so that they are enlightened on their successful strategies and emulate them.
Stigma elimination and openness I suppose would be one of them…

All thinking people should stand with and applaud the Luo for bravely challenging the errant tide of circumcision brought in from outside Africa.
In the US, most of the men who have died of AIDS were circumcised at birth. The UN and W.H.O. officials know this, yet they pretend not to. The circumcised men in the large Kenya, Uganda, and South Africa circumcision trials contracted HIV at a rate 6 times higher than the rate of new infections in African-American men. The Western researchers call this some kind of success?
The circumcised men in these unfortunate human amputation experiments infected their female partners with HIV more often than the ones who remained intact did. The researchers have made this plain. How can we embrace a solution a which does not protect our sisters?

2. Jakom only suggested that our people should explore circumcision as one of the many ways of preventing the occurence of HIV/AIDS.
My understanding is that he based his opinion on results of controlled trials carried out in South Africa, Kenya and Uganda to test the
hypothesis that circumcision reduces vaginal to penile HIV transmission - an opinion for which he is entitled to - just like you are also entitled to yours.
If Jakom as the seniormost leader of Joluo
cannot listen to scientific opinion then who should ?

Just as I said some luos are a part of the problem we do have in Nyanza today. They are not apart of our solution, but just a part of our hell on earth today.

In case,this debate of circumcision has been going on for sometimes,and as a leader, Raila just made as a suggestion.The matter has never taken to parliament to be made a law.Why make noise on petty issues?Raila ,as a luo is also entitled to air his opinion on any issue affecting luos.
The strange thing is that people were are complaining are just luos not Teso and Turkana.
There are alot of things which luos in the diaspora should do with their money and time.
Luos are really both social and economic problems which need the intervention all luos both at home and diaspora.The diaspora who are now championing the campaign of smearing Raila with dirt should thing of investing in economic venture in luoland .This will solve both economic and social problems in luoland. Let us reduce our political activities until election times.
People in the diaspora are coming from all our old locations which are in bad shape and needs
our help.There are many youth who are not employed.There are many sick people who can not
afford the price of drugs. There are many who go without food in their homes.
All these problems need combine efforts from within and without.Let us work as a team inorder to solve these problems.

Mr.Kaunda ,this matter was left to the individual to take his/her way when making a decision over circumcision issue.Therefore,we should stop this debate because the project is longer in planning stage.

When Tom Mboya was the mp of Nairobi,he offered scholarships to USA to all tribes who qualified
