

Youths uproot railway over Migingo row

The dispute over Migingo Island threatened to balloon into a regional security issue as youths in Nairobi’s Kibera slums uprooted a railway line linking the two countries to protest at continued occupation of the island by Ugandan soldiers.
Government Spokesman Alfred Mutua announced yesterday Kenya and Uganda would hold a joint Press conference today to explain “what is really happening at Migingo Island”.
However, the Ugandan authorities jumped the gun by declaring Migingo their territory, according to a statement posted on the Uganda government website. “The Government of Uganda has proposed that to resolve this matter, a comprehensive survey be undertaken by the two countries,” said the statement from spokesman Fred Opolot.
Mr Opolot added: “Until such survey findings are
published, the status quo shall be maintained and Uganda shall continue to administer Migingo Island.”
Opolot said the survey should use as a guideline the boundaries set by Kenya Colony and Protectorate (Boundaries) Order in Council, 1926.
In Nairobi, seven MPs petitioned President Kibaki to
declare Uganda “a hostile neighbour” and forcefully take control of Migingo Island.
Led by Mr Nicholas Gumbo (Rarieda), the MPs demanded that the Navy and Army be sent to the island.
“Uganda is no longer a friend. It has invaded our land and it is time we acted to protect our sovereignty,”
said Gumbo.
The MPs insisted it was unacceptable for 
the Government to continue treating Uganda in with kid gloves under the guise of the East African Co-operation spirit. Addressing a Press conference at Parliament Buildings in Nairobi yesterday, the MPs accused President Kibaki of “taking the Migingo invasion lightly”.
The MPs, from Nyanza and Western provinces, warned that the Government’s indecisiveness could eventually see Uganda claim more Kenyan land.
But the anarchy in Kibera had echoes of post-election violence last year when youths protesting against the election outcome uprooted the railway line to disrupt business between Kenya and Uganda.
At that stage, the Ugandan leader had congratulated President Kibaki over his re-election. The sabotage of commuter and goods train services was widely seen as an attempt to undermine the Ugandan economy that heavily relies on the Mombasa port.

More than 200 youths engaged the police in running battles and later uprooted several metres of the railway line in Katwekera.
The youths, armed with stones and all manner of weapons, broke into a jubilant dance when they tore the line. This disabled the rail service and was only restored last year at a cost of Sh20 million.
Yesterday, the youths were emphatic. One shouted: “Because the Government has failed to help our brothers in Migingo, we will do it in the manner Ugandans understand best.” Police said they watched from a distance after learning some youths were armed. Further, they had been ordered not to use live bullets on the protestors.
The railway line is crucial in transportation of goods from Mombasa to Uganda, Rwanda, Sudan, Burundi and DRC Congo.
Yesterday’s chaos at Kibera erupted when police and Kenya Power Company attempted to disconnect illegal electricity connections.
The power disconnection exercise sparked chaos when the youths opposed to the move clashed with police. They then turned their anger on the railway line as they sang in protest: “No Migingo, No Railway line! Museveni must go!”
Earlier, the rowdy youths had chased away policemen and journalists from the scene.
They said they feared journalists would take their pictures and publish them, which could be used by the police to arrest them.
“Ugandans need to know we feed them. They should not try to intimidate the hand that feeds them,” a youth said.
By last evening, police were yet to access the area and those on patrol called for reinforcement.
Local administrators were stoned and chased from the site.
One person was seriously injured in the melee and taken to hospital. Public transport was paralysed as protestors lit bonfires and barricaded roads.

As people of East africa, we have more serious issues to talk about than a less-than-an-acre piece of rock.
I think the kibera youth protest is a manifestation of the serious problem of unemployment in the region which MPs like Nicholas Gumbo (Rarieda)are better positioned to debate than to inciting violence with the invasion talk.
Kenya too needs Uganda as a trade partner. Some one need to tell the kibera youth and the learned MPs. The youth should know that there are more trade opportunities in Uganda awaiting them and can use the railway line to reach this market. such opportunities are millions worth more than what migingo can offer.
This shows how indecisive Kenyan leadership is. Have they hired Ugandan watchmen to maintain security, while Kenyan policemen kill innocent Kenyans? Kibaki has failed Kenyans with his moribund presidency. his is the commander-in-chief. he should sack defense minister,internal security minister ,chief of the general staff and finally himself.He took an illegal oath in the dark and that is why he is incapacitated.Museveni aided him and he has decided to auction Migingo the way he did with grand regency. may the devil plague him. The Kenya PM is another confused fellow, he does not see the future clearly, begging for power from his own government, he has the power to order the Kenya Navy to have their presence in Lake Victoria, he have the powers to order the security to take action.
Kenya Navy presence is needed in Migingo as the negotiation is on.
Raila should not behave as he is an assistance minister, crying daily on the press. Mr Odinga seems confused to me too, does he really know that he took oath to protect Kenyans.
No country play politics with borders, Raila behave in this saga clearly shows us his weakness, even if he became President of Kenya. Sending Kenya Navy units to Lake Victoria will cost Kenya nothing.
The behaviour of Uganda must not be taken lightly; Kenya must now have a strong security presence in his entire border with Uganda entrenching up to Mt Elgon.
Mr Raila Odinga stand up be counted, do let Saitoti and Uhuru control and frustrate Kenyan.
Kenya should not be decieved that the power is in their hands. do they ever stop to consider the fact that the electricity that runs their economy is an export from Uganda? so who feeds who? do they even know that a large percentage of their food is from Uganda? it is very wrong to mistake being gentle for being weak.just because Ugandans dont like to subotage their neighbour’s economies doesnt mean they can not. it is a wise move to let the powers that be to amicably resolve this. and kenyans should stop blaming Ugandans for having a government they donot trust. no one told them to vote for Kibaki or Raila. it is wise to own up to your mistakes!
Here is a critical analysis of the situation based on Insider information…
The most fatal mistake Raila has made is allowing Kibaki to split ODM.
Raila failed to remember that his card for consolidating his power base depended on his being loyal to the Luos, Kalenjins (with William Ruto beside him), Baluhyas, the Masai and other coastal tribes. A smart politician, no matter how nationalistic, must know the location of his base. ODM had majority in parliament after 2007 election coup by Kibaki. That majority formed ODM base.
Unfortunately, Raila resorted to self destruction by embarking on issues which did not address the plight of those who gave him a majority in Parliament. The immediate criticism of Mugabe who is fighting the remnants of colonialists holding 90% of Zimbabwean land and are trying to recruit proxy Africans to prostitute themselves into “black-fighting-black” episodes in which black Africans are the losers, should not have been taken by Raila.
Raila then followed by trying to be friendly friendly Mai Kibaki and enabling him (Kibaki) to drive a big hole between him and his base on land issues and delivering a fatal blow to ODM. I do not know anybody who does not understand how sensitive land issues are in Kenya. The last election violence in Kenya is still very raw in the minds of many for God’s sake!
Kofi Annan, the western corporations and governments hit man labelled “African elder”, was sent to lay the green grass on top of a hole meant for Raila to fall right into!
The Waki Report, issued following Kenyan elections violence inquiry by a South African BOER, should have sent red flags to any African participant of the coalition mediationtion talks conducted by Annan!

I might be confused, but I think you are showing Ugandan jets confusing them for Kenyan ones, unless all Kenyan jets fly the Ugandan flag! Anyway, that is a 120mm Mortar which even Kony has, the tank is a T-55. And the soldiers, I see boyscouts who have never seen a war. Face the truth, 24,000 boyscout can not defeat 60,000 Ugandan soldiers.
am responding to the wild figures thrown out about the size of the two militaries ie kenya 24000 and uganda 60000.nothing is further from the truth.while the size of the ugandan soldiers is about 60000 as indicated,its worth noting that half of them are rag tag unprofessional thugs that will run at the sound of gun fire.kony boys will testify to this.On the other hand the size of todays Kenya army is about 45000.they are among the most professional in africa alongside egypt and south africa.the 24000 figure has significance because up until early 90s that used to be the size of kenya army excluding the aifrorce and navy.if you haven’t updated you site go figure.

Martin, give me links, not websites! Am a busy person with no time to scour the internet for facts that obviously are not there. We fought against Angola which , as you also agreed, has a better airforce than Kenya. Did you ever hear them come near Ugandan and Rwandan forces. Ask them why. The last time I checked, we were living in the Great Lakes, which means highly mobile ‘ragtag’ forces can not be tamed by any jets. That’s why we use Mi-24 attack helicopters instead.
It takes about 6 months to train a tank crew. And by the way, the FAINA tanks were not meant for you, only that the Somalis busted you. Uganda has both T-72 as well as T-55 tanks. You wouldn’t know cause we do not import arms through Kenya. But you should have seen some of them on their way to Somalia. But thanks for helping out the Southern Sudanese like we have done not only logistically and morally, but also by way of joining the fight.

No Spartan you missed the point. The tank pictured above is a T-72 and not a T-55. Look again. By the way is it really true that Uganda has T-72 tanks? what is the source of this information? i can’t find it. please provide links. All i know is that in addition to T-55s, they also have a small quantity of Chinese built T-85IIIs.
Tell them.they only have T 55s and one operational mig 24 hind helicopter.ill bet you 25000 dollars if ugandans dont run at the sight of our forces should war be declared.
spartan dont comment on stuff u dont know, leave it to the professionals. the tank in the picture is a T 72 MODEL AV, the thing u are calling a mortor is accutually an 84mm carl gustav anti tank gun made in sweden. kenya is the only country with carl gustav in this region. the plane on the pic is an F5 an the pic was taken in mombasa. the flag on its tail is kenyan. uganda has never had T 72’s in its invetory an their tank force is obsolute an maintance is a big problem.
Interesting, the so called battle hardened UPDF were recently wasted by the Pokots who even took off with their guns. Don’t underrate anybody, not even the lightly armed pokots.

The truth is that Uganda and Kenya will never go to war. If they do, then it will be a very big mistake for both countries because they need each other. In fact, they are like twins. The fact that Uganda is importing through Kenya should not be taken as a favor. These Ugandan goods do not pass through Kenya free of charge. Do not also forget that Uganda is the main export market for Kenyan goods so in case of a conflict, economic implications affect all sides.
Some of you have said that because Kenya has got more equipment, then they can run over Uganda easily! But that is wrong. If a war breaks out, Kenya would need to defend their entire Ugandan borderline and then have some troops in the rear. They cannot do that with only 24,000 infantry men. On the other hand, Uganda can call upon over 100,000 soldiers, who include the 60,000 who are serving at the moment and at least 40,000 retirees. During the peak of the war in the north, at least another 100,000 militia men were trained and are also among the reserve forces.
About the equipment, there are alot of factual wrongs going on here. For starters, all these web inventories that we are depending for information are very old. For example, while Uganda is listed as having only 20 APCs on Wikipedia, every body knows that just the Brigade in Somalia went with over 50 APCs. Here, we know that the Presidential Brigade alone has got more than 40 APCs. We know that the inventory of various APCs in Uganda goes to beyond 200! And these are battle tested vehicles!
Then the issue of the tanks! At one time, Uganda imported over 150 tanks at a go! Among these were T-55 and T-62s. And most of them are in sound conditions since some of the key spare parts are manufactured here by the military. The soldiers in Somalia alone are supported with two Tank battalions! The Kenyan Vickers are no different from the T-62s or even much weaker, when you look at the capabilities.
Then about the planes. The main Kenyan fighter plane is the F-5 and these are around 14 in the inventory. Uganda has got both the MIG-21 and the advanced MIG-23s and all these are operational. Basically, the MIG-23 is a more modern plane than the F-5. Some of these planes have been in action in the DRC and elsewhere.
We should also not overlook the issue of experience in battle. Ugandan soldiers have fought against some of the most formidable forces accross the region. I.E, the Sudanese, the Congolese, the Zimbweans and Angolans.
And lastly, no serious security site lists Kenya above Uganda in military strength because Kenya does not have the experience of war. So we should not be excited about Kenya defeating Uganda because at the moment, that is impossible.

HERE IS WHAT I WISH TO SAY.UGANDA HAS NO CAPABILITY TO ENGAGE A WELL EQUIPED,HIGHLY TRAINED,VERY DISCIPLINED AND EVIDENLY LETHAL FORCE LIKE KENYA ARMY.UGANDA THINK THEY HAVE THE NUMBERS BUT THAT TOO IS MISLEADING.BY FIELDING A LARGE INFANTLY AGAINST A LETHAL FORCE,IT WOULD BE TENTAMOUNT TO DISASTER.THATS WHAT ARABS DID AGAINST ISRAEL.WAR IS WORN BY SEVERAL FACTORS PUT TOGETHER AND UGANDA HAS NO ADVANTAGE IN ANY EXCEPT THE NUMBERS WHICH AGAIN IS NO ADVANTAGE AT ALL.IN THE BELOW LISTED FACETS TO EXECUTE A WAR,UGANDA LOSES BIG.
1.DISCIPLINE AND TRAINING OF THE FORCES.
2.ADVANCED AND EFFICIENT WAEPONS
3.DEFENCE STRATEGIES.(IN THIS CASE A LARGE POORLY TRAINED AND EQUIPPED INFANTLY-UGANDAN AGAINST A SMALLER MOBILE AND LETHAL FORCE-KENYAN).
4.MORALLE OF THE FORCES.
5.ABILITY TO SUSTAIN A WAR(SIZE OF THE BUDGETS ALLOCATED TOWARDS THE OPERATIONS)
6.STRATEGIC LOCATION RELEVANCE TO SITE OF THE CONFLICT AND ABILITY TO RESUPPLY.IN THIS CASE KENYA ACCESS TO THE COAST AND THEIR ABILITY TO CHOKE UGANDA BY CUTTING OF SUPPLY ROUTES IS ITSELF A MENACE.BY RELOCATING TO TANZANIA OR ELSEWHERE,UGANDA WILL HAVE BORE AN IREVERSIBLE DISADVANTAGE ON TOP OF LOSING SUCH WAR.
7.CONTROL OF AIRSPACE.UGANDA,LETS ADMIT HAS NO AIRFORCE AND THE ANTI-AIRCRAFT BATTERIES MAY NOT BE ENOUGH.
7.LAST BUT NOT LEAST,THE PURPOSE OF THE MISSION.FOR EXAMPLE IF THE MISSION IS TO ROOT OUT UGANDAN BANDIT MILITIA OUT OF MIGINGO,KENYANS UNDERSTAND THE PURPOSE OF SUCH OPERATION AND THE SHORTEST ROUTE TO MIGINGO WHICH WOULD BE THROUGH KAMPLALA,THEN ENTEBBE AND FINALLY MIGINGO.
IN SHORT,UGANDA IS HIGHLY DISADVANTAGED AND WOULD CAUTION THEM AGAINST ENGAGING KENYA. THATS A STRAIGHT TALK.

i would advice every one to have first hand information before enlisting it on the web.
kenya is ranked 6th in africa as fer as military is concerned.i’ll revert with a shoking detailed arms and equipments that the military owns.
There is no way kenyans can defeat uganda in any forum of war. there is a reason why the Americans chose uganda to be the policeman of the greatlakes region, they belive in uganda’s military power. kenya is second at best in the greatlakes. I wish we would go to war just to prove (and this is coming from a person right @ the boader malaba). but hey…. kenya has the bigger economy though uganda seems to be coming for that as well.
